This program is tied to specific new housing developments that are required to participate.
How the West Covina Program Works
The West Covina program provides grant funds for closing costs, not a loan that must be repaid. The assistance comes through participating housing developers.
Unlike city programs that offer silent second loans, this one is structured as closing cost assistance tied to new developments.
An anonymous client once assumed all city programs required repayment. In this case, the structure is different because it is grant-based through the developer.
What people do not realize until they are in it is that you must qualify through the housing developer, not directly through the City.
Who Qualifies for the Program
You must be a first-time homebuyer to apply. Applicants automatically receive 3 points for meeting that requirement.
The program uses a scoring system. You must earn at least 4 total points to qualify.
Applicants can earn additional points if they meet any of the following:
