West Covina first-time homebuyer program showing closing cost assistance for local buyers

What Is the City of West Covina Homebuyer Assistance Program?

Is there a first-time buyer program in West Covina?

Yes, the City of West Covina has a Homebuyer Assistance Program that offers closing cost grants for first-time homebuyers. The assistance typically ranges from $15,000 to $20,000 depending on the housing development.

This program is tied to specific new housing developments that are required to participate.

How the West Covina Program Works

The West Covina program provides grant funds for closing costs, not a loan that must be repaid. The assistance comes through participating housing developers.

Unlike city programs that offer silent second loans, this one is structured as closing cost assistance tied to new developments.

An anonymous client once assumed all city programs required repayment. In this case, the structure is different because it is grant-based through the developer.

What people do not realize until they are in it is that you must qualify through the housing developer, not directly through the City.

Who Qualifies for the Program

You must be a first-time homebuyer to apply. Applicants automatically receive 3 points for meeting that requirement.

The program uses a scoring system. You must earn at least 4 total points to qualify.

Applicants can earn additional points if they meet any of the following:

• West Covina resident
• West Covina employee
• Public service employee such as military, police, firefighters, teachers, or nurses
• Low- to moderate-income household

Applications are processed on a first-come, first-served basis once qualified.

A real mistake I see is buyers assuming income alone qualifies them. The scoring system matters just as much.

Important Availability Note

There are currently no active housing developments offering the West Covina HAP program. That means there are no funds available right now through this specific structure.

As new developments come online, the program becomes active again.

One Google review reflects how I handle situations like this: “Armando always tells us what’s real and what’s not.”

What First-Time Buyers Should Do Instead

Just because this program is not active right now does not mean opportunity is gone.

There are many other down payment and closing cost assistance programs available in West Covina and surrounding cities. State programs, county programs, and other city options may have funding available today.

The biggest mistake is waiting for one specific program instead of reviewing all available options.

There is no one size fits all when it comes to mortgage strategy. The key is building a plan based on what is actually funded and available.
