What is the La Puente Down Payment Assistance Program?

The City of La Puente offers a First-Time Homebuyer Down Payment Assistance Program that provides up to $200,000 in assistance. It is a zero percent deferred loan with shared appreciation.

This program is funded through the County’s Permanent Local Housing Allocation and is available only for homes inside La Puente city limits.

I have reviewed the full guidelines, and this is one of the larger city assistance programs available locally.

How the La Puente Loan Works

The City loan is a second mortgage with zero percent interest and no monthly payments. Repayment happens when you sell, refinance, transfer the property, or at the end of the 35-year affordability term.

It is not free money.

When the loan is repaid, you owe the original principal plus a share of appreciation. The shared appreciation is tied to how much assistance you received compared to the original value.

An anonymous client once focused only on the $200,000 number.

Once we reviewed the shared appreciation structure, they understood this is a partnership with the City, not a grant.

What people do not realize until they are in it is that refinancing cash out is restricted. Excess proceeds from a refinance must be paid to the City.

Who Qualifies for the Program

You must be a true first-time homebuyer and meet income limits. First-time means you have not owned residential property in the past three years.

Income must fall between 80 percent and 150 percent of the County area median income, based on household size. That means this program is designed for working households, not just very low income buyers.

Buyers must complete eight hours of HUD-approved homeownership counseling before final approval.

You must also contribute at least 3.5 percent of the purchase price from your own seasoned funds. Gift funds cannot be used for that minimum contribution.

A real mistake I see is buyers assuming the City will cover everything. You must still bring your required contribution and qualify for a fixed-rate first mortgage.

Property and Loan Requirements

The property must be located in La Puente and pass City inspection. That includes building and health and safety standards.

Homes built prior to 1978 must also pass a lead-based paint review.

Only fixed-rate first mortgages are allowed. Adjustable-rate loans and co-signers are not permitted under the program guidelines.

Processing can take 30 to 60 days once a complete application is submitted. Incomplete packets are rejected.

Is the La Puente Program Worth It?

The La Puente program can be a strong option for buyers who meet income guidelines and understand the shared appreciation structure. It can significantly reduce upfront cash needed while keeping payments manageable.

It is not for everyone. You need to be comfortable with long-term shared equity and strict documentation.

There is no one size fits all when it comes to mortgage strategy. The key is reviewing your income, assets, timeline, and long-term plan before applying.
