The city does not run a first-time homebuyer down payment assistance program. The City of Covina and the Covina Housing Authority do not operate any voucher, housing matching, landlord-tenant services, or other housing programs. The Housing Authority was created to oversee the housing activities of the former Covina Redevelopment Agency. With the dissolution of the Covina Redevelopment Agency, there is no longer funding for new housing-related activities.

That said, the city does maintain a home repair program and connects buyers to county and state options.

Residential Rehabilitation Program

This is a federally funded program using Community Development Block Grant (CDBG) funds. It is for owner-occupied homes and owner-occupied mobile homes, and eligibility is based on income. There is currently a 2 to 3 year wait list for this program. If you already own a home in Covina and need repair assistance, it is worth getting on the list now even with the wait. Covina-Valley Unified School District (C-VUSD)

C-VUSD serves most of Covina, a large portion of West Covina, and small portions of Glendora, Irwindale, and San Dimas, as well as the unincorporated communities of Citrus, Ramona, and Vincent. Covina's park system may be compact, but the city uses its space well. The Covina Park system consists of nine parks ranging from less than one acre up to 17 acres, with baseball parks, softball fields, an aquatic facility, basketball courts, playgrounds, picnic areas, and a community center.

The main hub is Covina Park on North Fourth Avenue. It has a Recreation Hall, a Teen Center, and a Hockey Rink. If your kid plays hockey or wants to try it, that is a genuinely fun and unusual amenity for a city this size. The Covina Skate Park is also nearby on North Grand Avenue.

Interstate 10 (San Bernardino Freeway) runs along the southern edge of the city and is the main east-west route to downtown Los Angeles to the west and the Inland Empire to the east. Under normal traffic, downtown LA is roughly 40 to 50 minutes away. During rush hour, expect that to take longer.

Interstate 210 (Foothill Freeway) runs along the northern edge of Covina and connects east toward the Inland Empire and west toward Pasadena, Arcadia, and the broader foothill corridor. This is a practical route for commuters heading toward Pasadena, Monrovia, or Azusa.

Interstate 605 (San Gabriel River Freeway) runs along the western edge of the city and provides a north-south connector that can link to the 10, 60, and 210, giving commuters flexibility to navigate across the county.

State Route 57 (Orange Freeway) is accessible nearby and connects south toward Orange County, making Covina a realistic option for workers commuting toward Anaheim, Brea, or Fullerton.

For transit, Covina has a Metrolink station in downtown on the San Bernardino Line, which runs to Los Angeles Union Station. It is a solid option for regular downtown LA commuters who would rather skip the freeway entirely. Foothill Transit also serves the city.
