One important detail is that you apply through the housing developer, not directly through the city. Also, not all developments participate, and there may be times when no active projects are offering this program.
West Covina also has a Housing Preservation Program for current homeowners. This program helps with exterior repairs and improvements. It offers loans up to $25,000 at 0% interest. The home must be your primary residence, and you must have lived there for at least one year.

Public transit options are available through Foothill Transit and nearby Metrolink stations in Covina and Baldwin Park.
