Does West Covina Have a First-Time Homebuyer Program?

Yes.

Yes. The City of West Covina has a Homebuyer Assistance Program that provides closing cost grants of $15,000 to $20,000 for first-time buyers purchasing in qualifying new housing developments within the city. This is a grant, not a loan. It does not need to be repaid.

West Covina is my home base. I have been working with buyers in this city for over two decades and this program comes up regularly. The challenge most buyers face is not qualifying for it. It is knowing it exists in the first place and understanding how it actually works.

How the Program Is Structured

The West Covina Homebuyer Assistance Program, or HAP, is tied directly to new housing developments that are required by the city to participate in an assistance program as a condition of their development approval. That is a key structural detail most buyers never hear explained.

This means the program is not available on existing resale homes. It only applies to specific new construction developments that the city has designated as participating. When one of those developments is actively offering units, the program funds become available. When no qualifying developments are active, the program is dormant until a new one comes online.

Right now, the Grove at Merced by RC Homes is the active development offering the program. To apply, buyers need to contact RC Homes directly to request information, schedule a tour, and begin the application process through the developer rather than through the city directly.

The grant amount ranges from $15,000 to $20,000 depending on the specific housing development and the available funding tied to that project. The funds are applied to closing costs, not toward the down payment, which is a distinction worth understanding before you plan your purchase budget.

The Scoring System and Who Qualifies

West Covina uses a point-based scoring system to determine eligibility, and this is the part most buyers do not fully understand before they apply.

Every first-time homebuyer automatically receives three points for meeting that basic requirement. You need a minimum of four points total to qualify for the program. That means you need at least one additional point beyond the first-time buyer credit.

You earn one additional point for each of the following categories that apply to your situation. Being a current West Covina resident. Being employed within West Covina. Working in a public service role such as military, law enforcement, firefighting, teaching, or nursing. Being a low to moderate income household based on current area median income guidelines.

Most buyers qualify for at least one of these additional categories without realizing it. A buyer who has rented in West Covina for the past three years is a resident. A buyer who works for the West Covina Unified School District is both a public service employee and likely a West Covina employee. Those points stack and qualification happens quickly once you know the structure.

Applications are processed on a first-come, first-served basis once the buyer has been confirmed as qualified. Timing matters. Being prepared with your documentation before you contact the developer puts you in a stronger position when units become available.

I worked with a buyer in West Covina, a first responder who had been renting in the city for four years. He had never heard of this program. When we found a unit in a qualifying development and ran through the scoring, he earned five points, well above the threshold, and received the full closing cost grant. He used those funds alongside a CalHFA program for the down payment and got into the home without draining his savings account. That is exactly the kind of stacking strategy that makes West Covina buyers competitive without needing six figures in the bank.

What This Program Does Not Cover

The West Covina HAP covers closing costs only. It does not provide down payment assistance directly.

That means buyers still need to address the down payment through their primary loan program, whether that is a 3.5 percent FHA down payment, a conventional program, a VA loan for eligible veterans, or a separate down payment assistance program layered on top of the HAP grant.

The good news is that most buyers who qualify for the West Covina HAP also qualify for state and county programs that can address the down payment separately. CalHFA's MyHome program, the GSFA Platinum grant, and other SGV-specific programs can often be combined with the West Covina grant for a more complete assistance package. What to Do If You Are Interested

The process starts with the developer, not the city directly. If the Grove at Merced is the active development, contact RC Homes to request information and a tour. The city's Community and Economic Development division at 626-939-8417 can also confirm which developments are currently participating and whether any new ones are coming online.

Come prepared. Know your credit score, have a general sense of your income relative to area median income guidelines, and understand how the scoring system works before you walk in. Buyers who walk in understanding the program move faster than buyers who are learning as they go.

If the current active development does not fit your needs in terms of price, location within the city, or unit type, the program will be available again when the next qualifying development comes online. New construction in West Covina is ongoing and the city has a history of requiring developer participation in the HAP as projects get approved.

And if this specific program is not the right fit for your situation, there are other programs available right now for West Covina buyers through LA County and CalHFA that do not require purchasing new construction. Do not let waiting for one specific program slow down a purchase that could happen sooner.
