Are There Programs That Help Homeowners Fix Their Homes in the San Gabriel Valley?

Yes. Several cities in the San Gabriel Valley offer programs that help homeowners pay for repairs through grants, deferred loans, or a combination of both. Most people have no idea these programs exist until someone tells them.

That is one of the things I spend a lot of time on. Not just helping people buy homes, but helping the ones who already own make sure they can keep them.

Why Most Homeowners Never Use These Programs

It is not that people do not need them. It is that nobody tells them about the programs in the first place.

Cities and counties are not great at advertising these resources. Funding cycles change. Programs open and close depending on what money is available. So most homeowners assume that when the roof starts leaking or the electrical panel needs replacing, the only options are savings, a HELOC, or refinancing.

Not true. Not even close.

I had a client a few years back who came to me wanting to refinance her home specifically to pull cash out and fix her roof. Once we sat down and looked at her situation, we found a city program that covered the repair entirely, no new mortgage payment, no added debt. She did not need to touch her loan at all.

That happens more than people think. The money is there. The programs exist. Most homeowners just never look.

How These Programs Actually Work

The two main structures you will run into are grants and deferred payment loans.

A grant does not need to be repaid. It is money given to you to make a specific repair, usually tied to health and safety improvements like roofing, plumbing, electrical, heating, or accessibility upgrades. Some grants are limited to seniors or low-income households. Others are broader.

A deferred payment loan works differently. You do not make monthly payments. The loan sits on your property as a lien and becomes due when you sell, refinance with cash out, or transfer title. Some programs offer these at zero percent interest. Others charge a very low rate. Either way, you get the repair done now without adding to your monthly expenses.

Both types are almost always income-based. The programs are designed for homeowners who may not have the resources to cover major repairs on their own, which describes a lot of families in the SGV who bought their home years ago and are sitting on equity but not on a lot of cash.

What Programs Are Available in the San Gabriel Valley

Los Angeles County Development Authority (LACDA)

The LACDA runs several programs for homeowners in unincorporated LA County and participating cities across the SGV. Their Senior Grant Program offers up to $20,000 for mobility and habitability repairs for homeowners 62 and older who meet income guidelines. You must have owned the property for at least 12 months prior to applying. Their broader home improvement programs offer deferred payment loans for eligible owner-occupied properties to cover health and safety repairs.

Community Home Preservation Programs

Several nonprofit organizations administer home preservation programs specifically serving the SGV. Cities covered have included Alhambra, Azusa, Arcadia, Baldwin Park, El Monte, Monrovia, Pasadena, Rosemead, San Gabriel, South El Monte, Temple City, and others. These programs provide home maintenance and minor repair grants and loans to income-eligible homeowners dealing with health and safety issues on their property.

City-Level Programs

Individual cities run their own programs on top of county resources. Pomona, El Monte, Azusa, and Pasadena have historically offered housing rehabilitation assistance funded through federal Community Development Block Grant dollars. Assistance amounts, eligibility rules, and program availability vary by city and by funding cycle. Some programs have offered assistance up to $100,000 for substantial rehabilitation.

Federal Programs

The USDA Section 504 Home Repair program provides loans to very low-income homeowners and grants to elderly very low-income homeowners to remove health and safety hazards. Loans and grants through this program can be combined for up to $50,000 in assistance. Eligibility is based on income and location.

What These Programs Cover

Most programs focus on repairs that affect the safety or livability of your home.

Common covered items include:

Roof repair or replacement. Electrical system repairs. Plumbing. Heating and cooling systems. Accessibility modifications like ramps, grab bars, or wider doorways for seniors or people with disabilities. Lead-based paint remediation. Structural repairs.

Cosmetic upgrades are generally not covered. The goal is to keep the home safe and structurally sound, not to renovate it.

The One Thing People Get Wrong About These Programs

Timing. These programs are not always open.

Most of them operate on limited funding that gets allocated at the start of a fiscal cycle. Once the money runs out, the program closes until new funding becomes available. That means a program that was open last year may not be open today, and one that was closed six months ago may have just reopened.

The mistake is assuming these programs are either always available or never available. Neither is true. You have to check when you need them.
